Google-wide KRs [KR1]

[GAR] 100% of products over 25M MAU meet GAR 4 requirements
[AGUA]: If a product meets or exceeds 90% of GAR 4 requirements, an Accessibility Usability Evaluation (AGUA) will be conducted and the product team will resolve 100% of identified AGUA issues.

Note: All products are still expected to reach their individual accessibility goals, tracked on a case-by-case basis
